HOT UNDER THE COLLAR: Welder Rafael Cardenas, of United Storm Water Inc., attaches a metal screen to the storm drain at Ocean and Hollister avenues on Monday. Crews will be affixing screens to all the storm drains throughout Santa Monica. The primary reason for the work was to stop the flow of trash and other waste into Santa Monica Bay. Street runoff is commonly cited as a major source of oceanic pollution off the Southern California coast.
