The Santa Monica Police Department recognizes that members of the homeless community are often in need of special protection and services. SMPD is committed to addressing homeless issues through the utilization of a nationally recognized homeless engagement model. The major components of the Homeless Liaison Program (HLP) model include; Relationship Building, Networking, Outreach, Education and Enforcement.
