Santa Monica Mayor Richard Bloom awards Captain Jacqueline Seabrooks with a city proclamation honoring her 24 years of service to Santa Monica during her going away party at the Viceroy Hotel on Wednesday. Captain Seabrooks will be the new police chief for the city of Inglewood.
